The Council of Europe has developed a set of 12 Principles of good governance at local level. The purpose of present call for tenders is to design, develop and operate an e-learning tool to promote the principles of those 12 Principles.

This tendering procedure is an international call for tender. It aims at concluding a contract, involving both intellectual and IT services, with one provider on a one-off basis. It also includes a possibility for the Council to buy subsequent development services to be used by the Council on an as needed basis only, through orders. The contract shall be concluded with the tenderer offering the best quality and value for money, provided at least one tenderer has submitted a compliant and satisfactory tender. The tenderers must be able to submit to the Council a full operational online service for 15 December 2017 at the very latest, as a mandatory target, except for hosting services, system and software administration and maintenance if required, which will continue until 30 June 2018 and guarantees, which may continue beyond 30 June 2018.
