Training course on hate speech and freedom of expression

On 23 May a training course for the staff and members of the Moldovan Council for Prevention and Elimination of Discrimination and Ensuring Equality and for the staff of the Ombudsperson Office of the Republic of Moldova on Hate speech and freedom of expression was held in Chisinau. The activity was organised within the framework of the project “Supporting national efforts for prevention and combating discrimination in Moldova”.  

The training was delivered by the Council of Europe’s consultants - Mr Istvan Haller and Ms Nani Jansen.

The training course was designed to familiarise the participants with the Article 10 of the European Convention on Human Rights and the case-law of the European Court of Human Rights on freedom of expression versus hate speech. The participants had the opportunity to compare the international standards on hate speech and to analyze the good practice of the Council of Europe member states.  The participants shared their experience regarding the Moldovan national laws and decisions on hate speech and freedom of expression during the group discussion.
