Support to the Moldovan Bar Association: training of trainers on professional ethics

On 23-24 November the "Support to the Moldovan Bar Association" component of the PCF Project on Strengthening the efficiency of justice and support to lawyers’ profession in the Republic of Moldova, organised in Chisinau a Training of Trainers for a group of thirteen lawyers. The Training was designed based on the revised Code of Ethics approved on 1 July 2016 by the Moldovan Lawyers General Assembly.

The objective of the activity was to strengthen the knowledge of the pool of lawyers trained to carry on the task of improving the understanding of and, ultimately, the compliance with the ethics rules. The trainees appreciated the workshop due to a participatory methodology and a practice based approach adopted by the trainers. It enabled them to learn and upgrade their knowledge on guiding national and European principles of lawyers’ ethics, professional standards on lawyer-clients relations, as well as other aspects of the duty of lawyers to act independently, diligently and fairly.

In the words of Mr. Emanoil Plosnita, the Dean of the Chisinau Bar and member of the Moldovan Bar Council, “as the number of lawyers constantly increases, both through the procedure of traineeship, and most importantly, through the admission after service as judge or prosecutor, it becomes extremely important to strengthen the ethics dimension of the training curriculum of lawyers and the knowledge of Moldovan lawyers in this respect. This is key to improving the reputation of the profession and its contribution for the administration of justice”.

The training was conducted by Mr. Constantin Parascho and Mr Claudiu Constantin Dinu. The activity benefited from the contribution of the Romanian Bar Association, following its cooperation memorandum with the Moldovan Bar.

The component on the "Support to the Moldovan Bar Association" of the "Strengthening the efficiency of justice and support to lawyers' profession in the Republic of Moldova" project is funded by the Programmatic Cooperation Framework for Armenia, Azerbaijan, Georgia, Republic of Moldova, Ukraine and Belarus. The Council of Europe and European Union are working in partnership with Armenia, Azerbaijan, Georgia, Republic of Moldova, Ukraine and Belarus to help them meet Council of Europe benchmarks in human rights, democracy and the rule of law and improve the lives of citizens.
