Workshop for prison directors on Code of Ethics

On 28 February 2017, the first interactive workshop on the revised Code of Ethics for prison staff in Ukraine for 25 senior prison officers, the heads of prisons from the Central Interregional Administration of Execution of Criminal Sanctions and Probation took place. The workshop was hosted by the Bila Tserkva In-Service Training Centre. The aim of the workshop was to raise awareness of senior prison managers of standards of ethical behaviour and to introduce the draft revised Code of Ethics for prison staff.

The participants were actively engaged in group exercises and role plays that helped them to better understand the various ethical dilemmas and situations they and their staff may face in their daily work in prison based on the case law of the European Court of Human Rights and with references to the provisions of the Code of Ethics.

The Council of Europe Office in Ukraine through the PCF Project “Further Support for Penitentiary Reform in Ukraine” has previously assisted the national authorities in reviewing the Code of Ethics for the prison staff in line with European standards. The revised Code of Ethics has been submitted to the national authorities for the final approval. The workshop was the first out of six sessions that are planned to reach as many prison directors as possible, covering all regions of Ukraine.

This activity was organised in the framework of implementation of the EU/CoE Joint Project “Further Support for Penitentiary Reform in Ukraine 2015-2017”, which is funded through the CoE/EU Programmatic Cooperation Framework for Armenia, Azerbaijan, Georgia, Republic of Moldova, Ukraine and Belarus.
