Working together to improve human rights in Ukraine

The first meeting of the ad-hoc working group to develop model instructions on measures to prevent ill-treatment of persons under state control, by law enforcement and other government officials, as well as a procedure for effective investigation of relevant claims based on decisions of the European Court for Human Rights was held on 7 August 2015.

The discussion was led by the representatives of the Office of the Government agent before the European Court of Human Rights, the General Prosecutor’s Office of Ukraine, and lawyers of the Registry of the European Court of Human Rights and Execution Department of the European Court of Human Rights. Participants discussed key issues of effective investigation in cases of violation of Articles 2 and 3 of the European Convention on Human Rights, and agreed upon the content and working format for preparation of the model instructions. The final document should be presented and agreed with the Council of Europe in November 2015.

This meeting was an initiative of the Ukrainian agent before European Court of Human Rights and was held through the support of the Joint Project of the European Union and the Council of Europe “Strengthening the Implementation of European Human Rights Standards in Ukraine” which is part of the Programmatic Cooperation Framework for Eastern Partnership countries and the Council of Europe Project “Support to the Criminal Justice Reform in Ukraine” .
