Support to the Moldovan Bar Association: training cycle management - key to a successful training policy

A workshop to enhance the knowledge and understanding of Training Cycle Management and its four phases (analysis, design, delivery and evaluation), to share best practise on how to conduct a training needs assessment was held in Chisinau on 11 November 2015. This workshop forms part of the "Support to the Moldovan Bar Association" component of the PCF Project on “Strengthening the efficiency of justice and support to lawyers’ profession in the Republic of Moldova”.

The workshop was attended by members of the Moldovan Bar Association Council, Ethics and Discipline Commission, Licensing Commission, Censors Commission and representatives of the Women Lawyers Association and the Young Lawyers Association. The workshop was conducted by Mrs Marina Naumovska-Milevska, international expert, and Mr. Oleg Palii, national consultant.

The workshop focused on a range of subjects related to the Training Cycle Management, the importance of a proper Training Needs Assessment, identification of learning outcomes, forms and methods of training delivery, trainers tools, the assessment of the training effectiveness and identification of training resources.

The participants of the workshop have also been involved in group work on developing learning/training outcome and have discussed in details the Draft Questionnaire on Training Needs Assessment to be distributed to the members of the lawyers profession. The questionnaire feedback will result into Training Needs Assessment Report which should serve as a base for the development of the MBA Training Programme 2016. This will be the first step towards institutionalising continuous training and establishment of coordination mechanism for all MBA training activities.  The Annual Training Programme will also contribute to creating synergies of training activities and assure training quality.

The component on the "Support to the Moldovan Bar Association" of the "Strengthening the efficiency of justice and support to lawyers' profession in the Republic of Moldova" project is funded by the Programmatic Cooperation Framework for Armenia, Azerbaijan, Georgia, Republic of Moldova, Ukraine and Belarus. The Council of Europe and European Union are working in partnership with Armenia, Azerbaijan, Georgia, Republic of Moldova, Ukraine and Belarus to help them meet Council of Europe benchmarks in human rights, democracy and the rule of law and improve the lives of citizens.
