Moldova working to improve Courts performance

A workshop to promote implementation of the SATURN recommendations on judicial statistics was conducted in cooperation with the National Institute of Justice of Republic of Moldova, on 24 November 2015. The event targeted in particular members of secretariats of the six pilot courts, dealing with the gathering and analysis of statistical data and reporting. It was attended also by several judges and representatives of the Department of Judicial Administration.

The workshop was led by Mr Leonid Antohi, project coordinator and member of the CEPEJ Secretariat. It was conducted in an interactive manner, paying particular attention to practical tools and tips to be used by the pilot courts in view of gathering, analysis and publication of statistical data. Therefore, the essential of the workshop was dedicated to the presentation and discussion of the reference timeframes set by the European Court of Human Rights in regard to access to justice within reasonable time, of the CEPEJ relevant time management recommendations and the tools used by its experts in view of analysing the courts’ performance. The activity was concluded by a practical demonstration on the use of an Excel workbook for analysis of court statistics – a simple but important tool which can help the court management and judicial personnel to thoroughly analyse statistical data in order to get valuable figures related to main court performance indicators which are used by CEPEJ and most European judicial systems.

This workshop was organised as part of the project "Strengthening the efficiency of justice and support to lawyers' profession in the Republic of Moldova", funded by the Programmatic Cooperation Framework for Armenia, Azerbaijan, Georgia, Republic of Moldova, Ukraine and Belarus. The Council of Europe and European Union are working in partnership with these partner countries to help them meet the Council of Europe benchmarks in human rights, democracy and the rule of law and improve the lives of citizens.
