Increasing efficiency of justice in Azerbaijan

On 2 March 2016 the Council of Europe carried out of the first meeting of the Steering Committee for the project "Support to Increased Efficiency of Courts, Improved Training of Judges and Judicial Self-governance in Azerbaijan"*. The event summoned the project’s partners and justice sector stakeholders, such as the Ministry of Justice, the Judicial Legal Council, the Justice Academy and the national pilot courts, as well as the Ministry of Foreign Affairs of Republic of Azerbaijan. The meeting was attended by representatives of the European Union Delegation in Azerbaijan and by national experts.

 

The Steering Committee endorsed the report of the project team on the activities carried out in 2015 and the outline of actions planned for 2016. The national partners appreciated the cooperation with the Council of Europe and praised the quality of the assistance provided to the judiciary and courts, as well as for the timelines of the project’s intervention and its coordination with the national strategic priorities. 

 

Steering Committee Meeting Agenda

 

After the meeting of its Steering Committee, the project "Support to Increased Efficiency of Courts, Improved Training of Judges and Judicial Self-governance in Azerbaijan" also organised on 2-3 March 2016 a roundtable to present the draft court coaching reports developed by the experts of the European Commission for the Efficiency of Justice (CEPEJ). The partners of the project including the pilot courts – namely the Sumgayit and Sheki Appellate Courts, the Baku city Yasamal and Oghuz District Courts and the Sumgayit Administrative-Economic Court – discussed the main findings of the experts and the solutions proposed in view of further implementation of CEPEJ-recommended measures which shall improve the judicial time and quality management. Over the course of 2016 the project will support the pilot courts of Azerbaijan to implement such measures, including improved statistical data gathering, analysis, reporting and assessment of court users’ satisfaction.
