Electoral dispute training in Moldova

The Venice Commission organised in cooperation with the Continuous Training Centre of the Central Electoral Commission in Moldova four training sessions focused on elections dispute resolution for proxies, i.e. delegates of political parties competing in the 2015 local elections.

Three sessions were devoted to:

  • Best practices on electoral dispute resolution, case studies on campaigning and electoral advertising;
  • Best practices on electoral dispute resolution, case studies on Election Day and election results; and
  • Electoral dispute resolution, case studies on Republic of Moldova vs. European Union.
 

The representatives of the following countries of the Eastern Partnership took part in these trainings: Armenia, Azerbaijan, Georgia, Republic of Moldova and Ukraine. Many representatives of political parties competing in the 2015 local elections, including collaborators of elected persons or political parties and lawyers, members of district electoral commissions, and domestic election observers participated in in the training session as well.

The Venice Commission introduced the international standards in the electoral field in general and the election dispute resolution, in particular. In addition, the Venice Commission focused on the following topics:

  1. The electoral campaign, the campaign material including posters, and equality in media;
  2. The financing of the electoral campaign, including the problem of the misuse of administrative resources, particularly problematic during local elections; and
  3. The disputes related to the elections results.
