Creating an enabling environment for students with special educational needs

A two-day workshop was organised on 30 September and 1 October in Brezovicë/Brezovica to revise the policy document for inclusion of students with Special Educational Needs (SEN) in upper secondary education. Developed within the framework of the joint EU/CoE project “Building Capacity for Inclusion in Education – INCLUDE” the document is considered a useful guide for both policy makers as well as education professionals on how to include and support students with SEN and with disabilities to access and benefit from mainstream upper secondary schools.

A working group composed of Ministry of Education officials from the relevant divisions (special needs education, general education, professional education as well as the Agency for Vocational Education and Training and Adult Education), municipal officials and school professionals reviewed together the draft submitted by the team of Council of Europe experts. This work was followed by very constructive discussions within the working group and involving also references to various pieces of legislations relevant to the fields covered by the document.

Using the feedback received during these two days, the team of experts will finalise the document, which will include recommendations for decision-makers at different levels.
