Capacity building programme for staff in special education resource centres – Consultation meeting

Within the framework of the joint European Union and Council of Europe project “Building Capacity for Inclusion in Education – INCLUDE”, the proposal for the capacity building programme for professionals and staff of the regional resource centres for children with special education needs was presented on 19 April. The proposal was developed based on a needs assessment analysis conducted at the end of 2020.

The proposal included presentations at:

- System level: Inclusive Education System – Ministry of education
- Institutional level: Inclusive Schools – Collaboration with regular schools and communities
- Human resources level: Inclusive Teachers – Collaboration in teams

This approach includes combined learning methodologies such as on-the-job training and workshops accompanied by the development of new teaching materials. Participants were able to provide their feedback and express emerging needs and their preferred timeline for implementation of the first modules of the capacity building programme that will be drafted by mid-May.

Besides working with the resource centres directly, as regards special education needs, the INCLUDE project is also working at the:

- policy level, to facilitate access to upper secondary education for children with special education needs based on their abilities.
- municipal level, to build capacities of municipal assessment teams to assess children with special education needs.
- school level, to create inclusive schools.
- society as a whole, to raise awareness on the importance of inclusive quality education for all children.
