Peer exchange on Action plans for human rights: Finland shares experience with Turkey

As part of the action on “Supporting the implementation and Reporting on the Action Plan on Human Rights in Turkey”, an online discussion on good practices in the preparation and implementation of National Action Plans for human rights was organised on 5 June 2020 with the participation of representatives from Ministry of Justice of Finland and Department of Human Rights of the Ministry of Justice of Turkey.

Discussions focused on the experience of Finland, which is currently developing its third Action Plan. The topics of identification and prioritisation of human rights issues in National Action Plans were addressed, as well as the practical organisation of the drafting process, tackling institutional aspects, public consultations and involvement of civil society organisations (CSOs).

The role of other public authorities and stakeholders at the stage of implementation of Action Plans, such as National Parliaments, state administrations, equality institutions, universities, local governments and CSOs was also highlighted, and some valuable lessons learned from the implementation of previous Action Plans were shared. Important aspects of the follow-up, monitoring and evaluation of Action Plans, including applied methods and practical tools, were addressed.

In the coming months, similar events will be planned to facilitate the sharing of diverse perspectives and knowledge regarding good practices in the implementation of National Action Plans for Human Rights.

Action on “Supporting the implementation and reporting on the Action Plan on Human Rights in Turkey” is implemented by the Council of Europe under the joint European Union/Council of Europe programme “Horizontal Facility for the Western Balkans and Turkey 2019-2022”. The Department of Human Rights of the Ministry of Justice is the main partner and final beneficiary of the action.
