Strengthening the monitoring on electoral campaign finances in Albania

With the approaching parliamentary elections in Albania and following the recent appointment of the monitors of the election campaign finances, the EU and Council of Europe action against Economic Crime in Albania organised in cooperation with the Central Election Commission and the National Democratic Institute an online technical training with 50 monitors. The training aimed at raising capacities and knowledge’ of the monitors of the election campaign finances on the newly adopted legal framework and the application of European best practices in this domain. During the training the participants were provided with key guidance on the monitoring techniques and best monitoring practices from other countries in the region.

During the meeting participants had the opportunity to learn more about the application of the three template reports for monitoring election campaign finances, including on issues pertaining to the abuse of state resources. Through concrete case studies, the Council of Europe experts provided important tools to utilize during the process of monitoring various aspects related to the election campaign finances.

The event was addressed by the State Election Commissioner Ilirjan Celibashi who acknowledged that the introduction of the new reporting  templates and the exchange of ideas and best practices on the financial oversight of the parliamentary elections will increase the knowledge on the legal requirements and produce effective enforcement, leading to an increased transparency on political party and election campaign finances.

The use of three reporting templates will help the monitors to carry out their tasks in a consistent, comprehensive and systematic manner and will also assist the Central Election Commission to enhance its oversight on political parties, related candidates and election campaign finances.

The action Against Economic Crime in Albania is part of the “Horizontal Facility for the Western Balkans and Turkey II”, a joint programme of the EU and Council of Europe, which aims at assisting Beneficiaries in the Western Balkans region and Turkey to comply with the Council of Europe standards and European Union acquis in the framework of the enlargement process, where relevant.
