Building upon the results achieved during the Horizontal Facility phase I, the action on “Improved procedural safeguards in judicial proceedings in Montenegro” continues with building the capacities of the law faculties in Montenegro to integrate the practical human rights education into the regular curricula.

The draft curriculum of legal clinics is developed, defining how the clinics will be organised conceptually, as well as the selection criteria and the number of students who will attend it. Based on the proposed concept, developed in close co-operation with law faculties, the action will facilitate the establishment of legal clinics in Montenegro. Legal clinics will provide an environment in which high levels of experiential learning occur, thus ensuring the sustainability and a more structured approach in delivering practical human rights education.

The clinics will be implemented in the period from September 2020 to May 2022 with the aim to familiarise the students with law in practical setting and with the legal analysis, case management and process of the problem solving. The training programme will be designed so as to ensure the supervision and support by legal professional / lawyers involved in the free legal aid scheme. The focus will particularly be placed on the cases related to gender-based violence, trafficking in human beings and ill-treatment.

The Action "Improved procedural safeguards in judicial proceedings in Montenegro" is a part of the joint European Union/Council of Europe programme “Horizontal Facility for the Western Balkans and Turkey 2019-2022”.
