Back First grant signed under the regional action on addressing radicalisation in the Western Balkans

The first grant for the organisation of local inter-agency co-ordination forums on enhancing the management and rehabilitation of violent extremist prisoners has been signed with regards to Kosovo*. The recipient of the grant, the Kosovo Correctional Service (KCS), confirmed their commitment towards ensuring efficient and sustainable multi-institutional co-operation, as a key precondition for a successful reintegration of violent extremist prisoners back to the society.

The responsibility to prevent extremist offending, manage extremist offenders and integrate them successfully into society is not just the responsibility of correctional services, but of various agencies and organisations. These may include police, intelligence services, employment agencies, social workers, municipalities, religious representatives and the civil society.

As a result, from the preparatory meeting between the Council of Europe, Kosovo Correctional Service and the International Criminal Investigative Training Assistance Program (ICITAP), which took place on 20 May 2020, KCS will submit a detailed work plan on the organisation of up to eight inter-agency forums, starting as of September 2020.

The grants will be implemented within the scope of the regional action “Enhancing penitentiary capacities in addressing radicalisation in prisons in the Western Balkans” that is a part of the joint European Union/Council of Europe programme “Horizontal Facility for the Western Balkans and Turkey 2019-2022”, implemented by the Council of Europe.

* This designation is without prejudice to positions on status and is in line with UNSCR 1244 and the ICJ Opinion on the Kosovo Declaration of Independence.
