Back Call for tenders: awareness raising on availability of the free legal aid for victims of gender-based violence, trafficking in human beings and members of marginalised groups in Montenegro

Within the framework of the European Union/Council of Europe joint programme "Horizontal Facility for the Western Balkans and Turkey 2019-2022" and its action on "Improved procedural safeguards in judicial proceedings in Montenegro", the Council of Europe initiates a call, for the provision of communication services relating to the awareness raising campaign on accessibility of free legal aid, in first place women victims of gender-based violence, but also victims of other crimes and members of marginalised groups.

The awareness raising campaign will be launched in July 2020. The concept of the awareness-raising campaign is developed in close co-operation with the Ministry of Justice, Association of Judges of Montenegro, NGOs Women Rights Centre and SOS telephone for women and children victims of violence Podgorica. For the needs of the campaign, the PR agencies are invited to propose the concept of the campaign and provide support in its subsequent implementation.

The deadline for the submission of applications is 10 June 2020.

Clarifications concerning the published tender for the campaign on raising awareness on availability of the free legal aid for victims of gender-based violence, trafficking in human beings and members of marginalised groups in Montenegro:

Question: Should campaign concept proposals be submitted in the local or English language?

Answer: The concept proposal should be submitted in English language; however, the proposal of the slogan to be used at billboards and posters should be in both local language and English.

 

Question: Should every video of 30” duration be broadcasted two times a day, or there should be two broadcasts a day on each TV station?

Answer: All three videos will be broadcasted twice each day over one week – six broadcasts a day. The same applies to the national and three local Tv stations.

 

Question: What is the exact number of leaflet insertions in the daily newspapers during two weeks or we are free to propose it ourselves and state the fee in the Act of Engagement accordingly?

Answer: Each bidder is invited to propose the optimal number of leaflet to be distributed in the daily, weekly and monthly magazines, in accordance with the proposed concept of the campaign, which will have the greatest outreach and produce most powerful effect.

 

Question: In the segment relating to the distribution of leaflets which will be designed within the campaign the exact number of leaflets is not defined. Could you please define the number, or should we do so in the campaign concept proposal?

Answer: Each bidder is invited, in accordance with the campaign concept proposal, to propose the optimal number of leaflets to be printed and distributed so that the campaign has the greatest outreach and produces the most powerful effect.

 

Question: In the segment relating to billboards you also mention posters. Are these posters for billboards or smaller-sized posters should be printed and displayed in public places?

Answer: In addition to posters, we would like to have smaller-sized posters displayed in institutions and public areas intended for this purpose. Each bidder is invited to propose both the number, dimensions and places where the posters should be displayed.

 

Question: In the segment relating to billboards the renting time is defined on 20 days. We would like to point to the fact that space for billboards sized 4*3 m can be rented either for the period of 15 or 30 days. Please kindly advise which of these two options suits you better.

Answer: In this situation, billboards should be displayed for the period of 30 days.

 

Question: Could you please advise which groups you wish to target with the campaign, so that the messages can be tailored?

Answer: The campaign is targeting public in general, and in particular women victims of gender-based violence, women victims of other crimes and members of marginalised groups who are in need of legal aid.

 

Question: We operate in Montenegro for less than three years, but have experience in the field for longer than 10 years. Does our company meet the necessary criteria to bid?

Answer: Since the eligibility criteria does not require that those three years of experience were gathered in Montenegro, there would no reason to exclude the bidder as ineligible.

 

Question: Should the excerpt from the Central Registry of the Commercial Court, proving ownerships structure and registration, not be older than six months, and should it be submitted in English language?

Answer: The excerpt can be older than six months as long as the data therein is accurate. Preferably, it should be as close to the day as possible. There is no need to translate the excerpt into English.
