Rad u ovoj oblasti fokusiran je na promovisanje slobode izražavanja i slobode medija u skladu sa evropskim standardima. Ciljna grupa su pravnici i pravnice (sudije/sutkinje, tužioci/tužiteljice, advokati/advokatice), policijski organi, regulatorna tijela za medije i državna tijela zadužena za medijsko zakonodavstvo i pitanja u vezi sa novinarstvom, kao i medijski akteri (novinari/novinarke, udruženja novinara, samoregulatorna tela, studenti i studentkinje prava i novinarstva i druge medijske organizacije). Teme zaštite podataka i pristupa javnim informacijama su od posebnog interesa u okviru teme zaštite slobode izražavanja i medija.

Workshop on revised audio-visual media services directive and a working visit organised in Zagreb

Under the joint European Union/Council of Europe action “Freedom of expression and freedom of the media in Serbia (JUFREX 2)” a workshop on audio-visual media services directive (AVMSD) was organised for the employees of the Regulatory Authority for Electronic Media in Serbia (REM).

The workshop, held between 8 and 10 November, had the objective of raising awareness and knowledge of the employees of the REM, on the strengthened provisions of the AVMSD, related to the regulation of audio-visual content and developing the capacities of REM to promote its implementation within its institutional remit. A Council of Europe international expert provided an analysis of strengthened elements of the AVMSD such as of tackling harmful content, protection of minors against harmful content in the online world and enhanced protection of TV and video-on-demand against incitement to violence. Moreover, a general overview of the process of revision and transposition of the AVMSD into domestic legislations was provided with practical examples of good practices in transposing and implementing the directive in the EU member states’ domestic legislation.

The workshop and the working visit for REM was organised in co-operation with the Agency for Electronic Media in Croatia (AEM). The AEMs Vice President of the Media Council, heads of departments, and respected members and staff of the agency provided valuable presentations on AEMs experience and practice with the process of transposition of AVSMD, and the new element of the directive on video-on-demand and video sharing platforms. As an added value, the AEM presented their results in initiatives taken in terms of promoting human rights, namely the AEM’s media literacy programme, women in media and fund for promotion of media pluralism. The REM employees had the opportunity to visit their counterparts in AEM as a part of exchange of experience and knowledge on the work of regulatory authority and the transposition of AVMSD.

The event was organised under the framework of the joint programme of the European Union and the Council of Europe “Horizontal Facility for the Western Balkans and Turkey 2019-2022”.
