The Council of Europe is launching a call for the provision of national consultancy services in the areas of violence against women, domestic violence and gender equality in Azerbaijan within the framework of the EU/Council of Europe Partnership for Good Governance II project “Raising awareness of the Istanbul Convention and other gender equality standards in Azerbaijan”.
The purpose of this call is create a pool of national experts to be contracted on a needs-basis for project activities. In this context, the Council of Europe is looking for a maximum of 15 service providers with expertise in the areas of preventing and combating violence against women, domestic violence and gender equality. More specifically, tenderers can apply to one or more of the following specific lots:
Lot 1 - Providing research and gap analysis of national policy and legislative frameworks on gender equality and violence against women in line with international standards, in particular, the Council of Europe Convention on Preventing and Combating Violence against Women and Domestic Violence
Lot 2 - Development and delivery of twinning methodology on violence against women and domestic violence for state officials, and delivery of trainings
Lot 3 - Development and delivery of awareness-raising campaigns on violence against women and domestic violence, including through capacity-building activities to state officials and civil society
Lot 4 - Development national adaptation and tutoring of the HELP (Human Rights Education for Legal Professionals) online course on violence against women and domestic violence for legal professionals and state authorities
Lot 5 - Editing of materials, reports and other relevant documents in Azerbaijani before publication with special attention to their conformity to international standards on gender equality
Offers must be sent to the Council of Europe in electronic format only, following the procedures indicated in the call for tenders and tenderers should provide all the documents stated in the section “Documents to be provided”. Please not that it is not required at this stage to provide with detailed bank account information. Nevertheless, selected providers are expected to be in a position to provide full bank account details before they are offered a consultancy under the project.
The deadline for submission of applications is 8 September 2020.
Provision of services from selected consultants will be ordered on an as needed basis.
