Retour Call for Project Proposals 2016

This call for proposals will support projects designed to contribute to the sustainable development and promotion of education for democratic citizenship and human rights education.

In particular, it will focus on:

LOT 1: Putting into practice the Council of Europe Framework of Competences for Democratic Culture

The participating countries are invited to demonstrate how competences for democratic culture are reflected in their respective educational strategies, how they are put into practice in their education systems and how the development of such competences could be further strengthened in different contexts through teacher training, curriculum development, learners assessment and other relevant strategic actions, based on the Council of Europe Framework of Competences for Democratic Culture. LOT 2: Consolidating the outcomes produced so far in the framework of the “Human Rights and Democracy in Action” Programme (See outcomes 2013 - 2015).

Support will be provided to the translation, adaptation, further development, dissemination and piloting of the above-mentioned tools and supporting their introduction in the education systems of the participating countries.

Questions and answers

Question 1: Multiple applications are not allowed and shall lead to the exclusion of all applications concerned - What exactly does this mean?

Each organisation must only submit its proposal for one project. In case the same organisation submits proposals relating to two or more projects, all the project proposals which it has submitted will be considered to breach the terms of the call, and therefore will not be considered for support under this grant procedure. The organisation will not be permitted to re-submit a proposal under the current grant competition.

If a multiple proposal was submitted in error and this error is brought promptly to the attention of the Council of Europe, prior to the deadline for submissions, the Council of Europe may decide to allow the organisation to withdraw the proposal submitted in error and proceed with consideration of the remaining proposal. 

There is no limit to the number of applications which can be submitted in relation to a particular country or a particular subject matter provided they are not submitted by the same organisation.

 

Question 2: Representatives of which countries can apply for support?

The projects have to be implemented in at least 3 and no more than 8 of the States party to the European Cultural Convention, and Kosovo*.
To be eligible, organisations must:

  • be legally constituted as a non-for-profit structure (e.g. NGOs or public entities);
  • be entitled to carry out the activities described in the project proposal.

There is no requirement that the organisations applying for support under this grant be established in a particular country. Nevertheless, all organisations wishing to participate in the grant procedure must acquire the approval of the co-coordinator for each of the countries in which the proposed project takes place, attested by the reference form in Appendix III.

Question 3: Would a project idea on the translation of "Teaching Controversial Issues" into other languages and developing a pilot for teacher training be "eligible", or are the descriptions in Lots 1 and 2 defined less broadly, meaning that Teaching Controversial Issues would no longer be relevant for an application?

Lot 2 is designed to consolidate the outcomes produced so far in the framework of “Human Rights and Democracy in Action” and a list of outcomes is also presented in the Call for Project Proposals.

Support will be provided to the translation, adaptation, further development, dissemination and piloting of the above-mentioned tools and supporting their introduction in the education systems of the participating countries.

Question 4: What would be the average, or maximum, grants to be potentially available from the source "Human Rights and Democracy in Action"?

The total available budget under this call for proposals is EUR 400.000 (four hundred thousand Euros).

LOT 1: Putting into practice the Council of Europe Framework of Competences for Democratic Culture

The available budget: 220 000 Euros.  One or two projects to be funded with an overall amount from 110.000 to 220.000 Euros per project.

LOT 2: Consolidating the outcomes produced so far in the framework of the “Human Rights and Democracy in Action” Programme (See outcomes 2013 - 2015).

The available budget: 180.000 Euros. One to four projects to be funded with an overall amount from 45.000 to 180.000 Euros per project.

Question 5: What is the reference for the "above-mentioned tools" in the paragraph "Support will be provided to the translation, adaptation, further development, dissemination and piloting of the above-mentioned tools and supporting their introduction in the education systems of the participating countries" under LOT 2 in the "Call for Project Proposals", page 4.

The phrase "above-mentioned tools" should be read as "below-mentioned tools" refering to the list of outcomes.

 

Question 6: We applied to the previous call with a project involving a partnership with several countries. We intend to apply again for the new deadline with the very same project, changing only the project dates, according to the new timeframe of this Call. In this case, do we need to renew the support letters from the 3 EDC Coordinators or we can still use the previous ones? For sure the Coordinators will be informed about the re-application process and the new timeline of our project.

A new submission of the whole file with the correct references is necessary. Applications to the previous call for proposals are considered will and void.

 

Question 7: About the new call for the project proposals 2016, do we have to apply with the same proposals and with the same procedures? And with the same partners? Is there anything which we have to consider as a new detail?

Question 8: In the template is prescribed in the line 1.1 Fees for coordination. If there are NGOs coordinating the project and not national administrations, would it be possible to pay them a monthly amount for the coordination?

Referring to the relevant paragraph in the Guidelines for the Call for Proposals, "The budgets (see below) made available to the project will not cover operating costs of national administration personnel assigned to the project, but only direct, eligible costs such as travel, hotel, special costs associated to meetings (venue, interpretation, stationery, secretariat, etc.). Exception may be made for contracting national experts to help planning and coordination project activities and inasmuch as non-governmental entities (national or international) are called in to participate in the project, for expertise and research, with standard fees being accepted as part of the budgets.", it should be underlined that a monthly amount for coordination would need to respect Article 6.2 of Rule 1374 of 16 December 2015 on the grant award procedures of the Council of Europe to be considered eligible and it be justified by suporting documents, such as the payroll statement of the person coordinating the project. Otherwise, it may be considered ineligible.

 

Question 9: Are there any predefined per diems? We have been informed that the CoE uses 175 Euro as a unit rate. Should we use this per diem rate?

The amount of 175 EUR corresponds to the CoE per diem rate. There is no legal requirement that grantees use this rate. However, any other rate used should respect Article 6.2 of Rule 1374 of 16 December 2015 on the grant award procedures of the Council of Europe to be considered eligible.

 

Question 10: Can we consider the global budget as a special sheet in the Budget form with all expenses from all partners put together?

Yes, global budget is an aggregate of each sub-budget.

 

Question 11: We would be very interested in translating one of the tools under Lot 2 and therefore we would like to join the group of countries in the Lot 2. We have the support of our national coordinator, but s/he unfortunately doesn´t know who is the leader of this potential group.

Please refer to Article 11.2 of Rule 1374 of 16 December 2015 on the grant award procedures of the Council of Europe. Accordingly, there is no information available about the applications before the deadline of the call. 

 

Question 12: In case of participation of two institutions in one project how will the reference letter be organized – should both of them or just one of the institutions be reflected?

Both of them need to be reflected.
