Competences for Democratic Culture: Invitation to take part in testing descriptors - the final deadline extended to the 13th September
Following consultation with international experts on the Model of Competences, the Education Department of the Council of Europe now welcomes feedback from education professionals at all levels on descriptors for these competences. This questionnaire is available in English, French, Russian, Georgian, Italian, Romanian and Spanish. German and Serbian will be added shortly. By answering this questionnaire, you will be contributing to the development of a framework of reference for democratic culture that will be available for use in educational planning and teaching in the 47 member states of the Council of Europe. We estimate that it will take you about 45 minutes. Whether teacher, teacher trainer, lecturer, curriculum designer or education policy maker your participation will be greatly appreciated.
The Education Department of the Council of Europe has developed a new theoretical model of the competences (i.e., the values, attitudes, skills, knowledge and understanding) that are required for democratic culture. We are now developing descriptors that can be used to assess the extent to which a learner has acquired these competences. A descriptor is a statement or a description of something that a learner is able to do if they have acquired a particular competence. For example, if a learner has acquired cooperation skills, a possible descriptor might be “When working as a member of a group, consistently works well with other people to accomplish group goals”; if a learner has acquired a sense of responsibility, a possible descriptor might be “Shows that he/she takes responsibility for own mistakes”.
The aim of this testing exercise is to find out which descriptors are most relevant, understandable and practical from the teacher’s point of view, and to which level(s) of education each descriptor applies. This will pave the way for developing comprehensive lists of descriptors for much more extensive testing (in order to assign the descriptors to levels of proficiency – e.g. basic, intermediate, advanced) in actual school situations in 2016-17.
