With over 700 participants coming from 165 countries, the First Global Forum on Youth Policies, held in Baku, from 28-30 October 2014, specifically aimed at elevating the youth policy debate, with the particular purpose of advancing youth policy development and its full and effective implementation at all levels.

Through 3 days of discussion, representatives from the civil society, the United Nations, governments, and international and regional organisations helped to shape a common understanding of key principles for integrated and inclusive youth policy development. Following the Forum, the UN Secretary General’s Envoy on Youth-Ahmad Alhendawi launched the "Baku Commitment to Youth Policies" on behalf of all the co-conveners.

The Baku Commitment to Youth Policy outlines 8 key guiding principles and 10 follow up actions.
