Call for tenders: feasibility study and technical specification on the development of a citizen tool for transversal skills, European Commission
Transversal skills such as entrepreneurship, digital, or foreign languages, are often gained in an informal or non-formal setting. Therefore, tools need to be available to ensure that individuals can validate this learning and use it to inform future learning or to enhance their employability.
To this end, a self-assessment tool for citizens could be useful, in order for them to self-assess their transversal skills and use the results of this to determine a future learning path or to demonstrate a skill set to employers.
The purpose of this study is to determine the utility and feasibility of such a tool, both in terms of social worth and in terms of technical specifications.
Participation in this tender procedure is open on equal terms to all natural and legal persons coming within the scope of the Treaties and to all natural and legal persons in a third country which has a special agreement with the Union in the field of public procurement on the conditions laid down in that agreement. Where the Multilateral Agreement on Government Procurement concluded within the WTO applies, the participation to the call for tender is also open to nationals of the countries that have ratified this Agreement, on the conditions it lays down.

Tenderers shall submit tenders by letter:
a) either by post or by courier not later than 15/09/2014, in which case the evidence of the date of dispatch shall be constituted by the postmark or the date of the deposit slip, to the address indicated below.
b) or delivered by hand not later than 16.00 on 15/09/2014, to the address indicated below. In this case, a receipt must be obtained as proof of submission, signed and dated by the official in the Commission's central mail department who took delivery.
