European Citizenship training courses

Given the importance of European Citizenship for both partner institutions, the partnership developed a large number of training activities, publications and research activities in the field of European Citizenship.

The flagship partnership training activities in this field were of course the Training Courses on European Citizenship

  • Training courses on European Citizenship

In view of their decentralisation within the network of the National Agencies of the Youth in Action programme, the Partnership decided to transform the existing Modules into one single Training Course on European Citizenship. To that end, the Partnership developed and tested a new curriculum, aimed at supporting the smooth implementation of the Training Course.

Aim of the training courses on European Citizenship

"The training courses on European Citizenship aim to support the professional development of youth workers and youth leaders by extending their critical understanding of European Citizenship, exploring and experiencing its potential and by enabling them to recognise and integrate European Citizenship in their youth work".

Objectives of the training courses on European Citizenship
  • To critically explore the meaning relevance and implications European citizenship in youth work in all its dimensions;
  • To promote and facilitate the active use of programmes and structures in support of youth work on European Citizenship, including the Youth in Action programme;
  • To experiment and explore the potential of European Citizenship for active democratic change in society; 
  • To associate the participants with the current discourse on European Citizenship (its concepts, formal meanings and expressions)
  • To exemplify (make clear, make explicit) the connection between European Citizenship, Human Rights, Democracy and ICL and the underlying values.
Follow-up and support strategy of the training courses on European Citizenship

The Partnership, supported by some National Agencies, set up a strategy to support former participants of the European Citizenship Training Courses to become active multipliers.

The main part of this strategy consisted of a specific internet platform on European Citizenship, which is intended for all former and future participants, as well as for social workers, NGO activists, researchers, policy-makers and citizens interested in the topic. This platform aimed to provide relevant background information and documents on European Citizenship,encourage former and future participants to network amongst themselves, look for partners or exchange ideas on future projects linked to European Citizenship and provide participants with some further support from follow-up trainers upon request, if needed.

In order to build on the experience gained in the Modules, the Partnership and some Youth in Action National Agencies decided to organise a "European Citizenship Follow-up Seminar" attended by 25 participants. The Seminar, which was co-organised and hosted by the National Agency of Luxembourg, took place on 15/17 November 2007.

Seminar on European Citizenship

11-15 May 2005, Warsaw

The T-Kit Seminar was developed within the framework of the 4th Covenant on Training between the Council of Europe and the European Commission. The event was organized by the Partnership Secretariat and the Polish National Agency and it took place in Warsaw from 11th till 15th May 2005. It was one of the events accompanying the Council of Europe Summit which took place in Warsaw, May 15-16th.

The main theme of this Seminar was the European Citizenship and its main aim was to promote the concept and the T-Kit 7 as well as to promote the Partnership of the Council of Europe and the European Commission.

The educational objectives of the Seminar were:
  • to make participants understand the basic concept of European Citizenship, to be able to discuss and present ideas concerning the topic
  • to be able to incorporate European Citizenship concept into their multiplying activities they run with young people and youth workers, and to be able to use T-Kit 7 as a tool for European Citizenship Education
  • to enable multipliers (participants) to plan and help other young workers plan young projects with the theme European Citizenship
  • to learn about the Partnership of the Council of Europe and the European Commission and its publication policy.

The participants were the youth workers actively involved in the Youth Programme of the EC and the programmes of the CoE, who implemented multiplying activities in the last 2 years. They were over 18 years old and were able to work in English. In total we were ready to invite 24 to 30 participants ensuring a balance in geographical, gender and institutional terms.
