New tool for training judges and prosecutors on gender equality and women’s access to justice

The Training Manual for Judges and Prosecutors on Ensuring Women's Access to Justice is a new and comprehensive tool for the training of legal professionals. Developed under the project “Improving Women’s Access to Justice in the Eastern Partnership Countries”, it has been elaborated in partnership with seven national institutions responsible for the training of judges and prosecutors in Eastern Partnership countries; it was piloted with eight training institutions. Commitments to continue prioritising this approach have been made by the national training institutions in the Eastern Partnership countries, including in the development of further curricula. These are the:

  • Justice Academy of Armenia,
  • Justice Academy of Azerbaijan,
  • High School of Justice of Georgia,
  • Office of the Chief Prosecutor of Georgia,
  • National Institute of Justice of the Republic of Moldova,
  • National School of Judges of Ukraine and the Academy of Prosecution of Ukraine, and
  • Institute of Qualification of Judges, Prosecutors and other Legal Professionals of the Belarusian State University

The training manual promotes the inclusion of the topic of equal access of women to justice in the education for legal professional, in initial and continuous training of judges and prosecutors. In particular, the general part of the manual is more widely relevant to all Council of Europe member States, while the four country chapters address the country specificities. The training manual can also be used by trainers carrying out one-off trainings and by legal professionals as a direct reference tool. It is comprised of four central modules:

  1. Conceptual framework on women’s access to justice
  2. International and regional legal framework
  3. Thematic considerations for violence against women, family law, and labour-based Discrimination
  4. Practical Considerations for Judges and Prosecutors in their Every-day Work

It further provides methodological guidance, practical tools and print-outs, sample exercises and agenda, in the four accompanying annexes to the general part.
