Development of standardised individualised sentence plans for prisoners in BiH

A group of prison professionals is developing a handbook on designing  individual sentence plans under the auspices of the EU/CoE Horizontal Facility for Western Balkans and Turkey project "Enhancing human rights protection for detained and sentenced persons in Bosnia and Herzegovina". This operational handbook builds on the previously developed and more comprehensive Guidelines for treatment of prisoners in BiH.

The meeting held on 9-10 February in Teslić focused on translating the four key principles in treatment of prisoners: individualisation, normalisation, non-segregation and assessment into an operational set of instructions on how to organise a purposeful regime in prison.

It is expected that, when completed over a series of drafting sessions, such detailed written instructions will complement the ultimate aims of imprisonment: rehabilitation, resocialisation and reintegration of prisoners.
